Bad software in a good panel still fails.

Hardware can be perfectly built and installed — but if the control logic doesn't accurately reflect the process requirements, the system won't perform as intended. Poorly written PLC code leads to nuisance alarms, unexpected shutdowns, unsafe operating conditions, and costly troubleshooting during commissioning.
